Rasfoiam astazi net-ul si am dat peste un articol interesant al lui Sorin Ionita. N-am inteles prea bine ce pozitie adopta fata de jandarmul global, insa am inteles tragedia greaca prin care trece: “In plina criza bugetara, cand premierul Papandreou se scutura prin buzunare de ultimul eurocent, n-am vazut socialist grec sa ceara un audit al imensei birocratii de pomanagii care e armata si marina, daca tot se vrea protejarea programelor sociale”. As fi putut sa-i raspund cu propriile mele cuvinte numai ca nestiind cine sunt probabil ca nu m-ar fi bagat in seama. Asa ca am apelat la explicatia unui “apropiat” al dlui Ionita: “In marea majoritate a statelor incluse in studiul „Transatlantic Trends 2011”, realizat de German Marshall Fund, populatia este net in favoarea reducerii cheltuielilor guvernamentale. Daca, insa, intrebarea se refera strict la cheltuielile cu apararea, vom vedea cum numai o treime din respondenti este impotriva mentinerii sau cresterii cheltuielilor, iar doua treimi din respondenti suporta ideea mentinerii sau cresterii cheltuielilor militare. Asta arata ca populatiile tarilor noastre au inteles ca asigurarea securitatii nu este optionala, ci dimpotriva, este o chestiune fundamentala, iar cetatenii nostri sunt constienti ca nealocarea resurselor necesare le pune in pericol dreptul de a trai asa cum isi doresc. Populatia a inteles, asadar, ca una dintre functiile vitale ale unui stat, asigurarea apararii si securitatii, nu se poate realiza fara a se aloca resurse.” (Traian Basescu, 10.10.2011) Discursul presedintelui Basescu mi-a lamurit dilemele mai vechi pe care mi le exprimasem in necunostinta de cauza in paginile SFin (Angajatii serviciilor depasesc in secret criza, Fondul de rezerva pentru plata Serviciilor). Cum “asigurarea securitatii nu este optionala”, fiind “o functie vitala a unui stat” e normal ca, potrivit bugetului pe 2011, singurele institutii care au beneficiat de cresteri semnificative ale fondurilor de salarii de peste 10%, sunt serviciile secrete, MAPN si MAI. In timp ce cheltuielile de personal ale Ministerului Agriculturii s-au redus cu nu mai putin de 34%, angajatii Serviciului Roman de Informatii (SRI) au avut bugetate cheltuieli cu personalul mai mari cu 10,28% decat in 2010, cei ai Serviciului de Protectie si Paza (SPP), cu 11,10%, cei ai Serviciului de Informatii Externe (SIE), cu 11,66%, iar cei ai Serviciului de Telecomunicatii Speciale (STS), cu 14,58%. Iar de-a lungul anului din celebrul Fond de Rezerva afla la dispozitia premierului s-au efectuat alte realocari catre aceleasi instutii care se ocupa de securitatea guvernantilor. Care, evident, nu e optionala. |
